New publication: EDUMIGROM publishes a new Occasional Paper by Claire Schiff, titled 'Ethnicity in France: Selected Issues'

Occasional Papers are supplementary materials produced by EDUMIGROM consortium members and are meant to enrich EDUMIGROM research by offering in-depth discussions of project-relevant contextual or theoretical issues.

In this paper, Dr. Claire Schiff adds to the rich information already produced on ethnic relations and domestic politics in France for the EDUMIGROM project by showing how existing public policies and institutional arrangements regarding the treatment of certain groups of citizens tend to push these groups on the margins of society and to reinforce the stigmas associated with them. Of particular concern is the “colour-blind” principle, typically seen to be ‘heart and soul’ of the Republican model, that emphasizes the need to promote individuals rather than groups. Looking at a plethora of areas ranging from political participation to public housing, she shows how certain groups not only face different forms of discrimination, but also have limited options to make claims against the state or organize for change. Through a variety of examples, the paper clearly demonstrates how a range of public policies aimed at better integrating ethnic minorities in fact contribute to exclusion and inequalities.
